Fuctifi- amended rules.

I take this opportunity of pointing out

that paragraph 22 (c) of your despatch No.23 of the 29th.Ja-

nuary mentioned only floggings with the Cat-o-nine-tails,

which was the reason for assuming that the power to inflict

30 strokes of the birch provided for by the rules that were

the subject of criticism in that despatch was to stand good.
